1. The law should stop electricity companies from continuous billing when a house is disconnected from enjoying the electricity or disconnection should be banned and billing can continue so Customers will know that the debt is truly theirs to pay.

2. If Prepaid meters cannot be given to all electricity users, the law should ensure digital meters are used to measure electricity usage instead of estimated billing and any house electricity company fails to give digital meters should not be billed.

3. Electricity distribution company staff should be given adequate and continuous customer service training and after that any staff that behaves in an unprofessional manner should be dealt with accordingly without bias.

4. Receipt of payment of electricity should be verifiable online so as to reduce incident of fake receipts and diversion of funds by corrupt staff.
