Corruption in ministries is done right from the preparation of budget.
Who prepares budget?
The minister, perm sec and some directors in the ministry.
The ministry budgets is all about recurrent expenditure and a little bit of maintenance in the offices.
The bulk of capital work and budget is prepared by the minister and his team.
So in all the minister eats bulk of the over inflated funds shipped into the budget.
Am not a civil servant o, I haven't worked before in any agency but am a Nigerian that knows what happens in this country.
That is why I love listening to debates by candidates to hear how much they know the state or country they plan to lead.

Hmm...something smells bad here. Why was ur agency the only one that had its budget inflated by the Finance Ministry? You go need to return with una own copy to prove ur allegations.
