Mr Governor, why can't you add another E for Employment to make 5Es. Anything outside employment for teeming youths is a political deceit. It is only employment that we can assess. Stop using english to decieve us. We are not stupid.

And a large percentage will obviously go towards payment of salaries, with limited capital expenditure..
