After listening to the UK MP Tom Tugendhat, I researched and find out Gowon tenure was full of corruption.

Corruption for the most part of Yakubu Gowon's administration was kept away from public view until 1975. However, informed officials voiced their concerns. Critics said Gowon's governors acted like lords overseeing their personal fiefdom. He was viewed as timid, and faced with corrupt elements in his government.

there was no year in Gowon nine years dictatorship when the military of defense (translate to “the
armed forces”) did not overshoot its approved estimates of expenditure by several million pounds sterling or
Naira, without going through the inconvenient process of passing through the executive council or supreme
military council a supplementary appropriation decree. The ministry of defense with the convenience, if not the
active encouragement of the government, also consistently ignored the auditor-General queries concerning these
vast unauthorized and illegal expenditures every year.
The Nigerian government controlled the newspapers, same method this administration want by regulating and imposing social medial bills on the masses. By doing this they control and dictate what to be publish or not.
In 1975, a corruption scandal surrounding the importation of cement engulfed many officials of the defense ministry and the central bank of Nigeria. The central bank was accused of corruption scandals so many times but was swept under carpet due to military regime and power Gowon administration.
Lastly, From the foregoing, it would seem that the phenomenon of corruption attain a distinct and higher stage of development during the nine years of Gowon’s administration.

That's the real problem, Nigeria have been battling corruption's before and after independence and all past leaders are corrupt.

Someone who told the whole world that Nigeria's problem is not how to make money but how to spend it.
