Famine... A very good tool for mass control of docile country men but a dangerous tool to deploy on agile country men as it will only seek to awaken them to reality on ground.

A person who spoils for war can use it as a tool too so that the resulting insecurity and crime will naturally play and Nigeria is well divided so one part will blame the other. Very fertile for this kind of fuckery.
