He only said the ugly/plain /bitter truth. Your online appraisals mean nothing. he was elected by borno indigines to serve them and not seek cheap appraisals. Zulum himself is an indigine of borno, as governor he has visited almost all parts of borno and he is in better position to tell us about borno than people from other parts of the country. if he say the current administration has done better in borno than previous administration, then so be it. Zulum should not coceal the truth just to get appraisal from hypocrites. You had rather he does not construct the roads and health care centres or what's ur point exactly?

Why is borno having a bigger budget than some states without conflict?

Enugu is 169b
state allocations from FG in Nigeria is based on number of L.G.A each state has, and Borno have around 30 plus LGA while Enugu has 20 LGA , and is northern military president that crate them base of degree, so many northern states has LGA government that has few human being habitat, just land mass.

Budgets are NOT financed by Own money alone.

Besides allocation, Loans, IGR efforts, PPP arrangements can be arranged. Besides Finance requires resourcefulness too.

They don't generate kobo. They depend solely on statutory allocations from federal govt.

How exactly does Zulum want to generate #200 billion in a Biko Haram-ravaged state?

Perhaps the federal will fund the budget because that sum is unrealistic.

Does Borno have crude oil and gold?

It's just an estimate it might not be realistic at the end of the day gov. ben.ayade of cross river state budgeted over #1t last year but ended bringing it down to around #200b when it downed on him that it was unrealistic.

Looking at IGR, then there's no justification for that #200 billion. It's just unrealistic in a state where peace still remains a mirage.

The reason some nonentities who call themselves leaders read out bogus figures every year is that nobody questions what percentage of the previous budget was implemented and on what.

Perhaps much of the funds that Zulum will use to finance the budget will come from the federal government and foreign non-profits. I hear that Borno has more NGOs than any other part of Nigeria - thanks to Boko Haram.

Lastly, I must commend the governor for allocating a sizeable amount to education. He's really living up to the expectations of a professor. The northerners really need quality education, and Zulum is doing a great job in that regard.

Does Borno have crude oil and gold? He just paid 10b to clear pension arrears of the retired citizens and people are asking where does he get money to accomplish his goals ,I think it is prudent management...Borno is an agricultural rich state ,just that Boko Haram caused set back for them..
