We all know buhari cant write to the national assembly to ask them to release 100 billion to his people in kastina. But when a kidnapp is staged like the one in dabchi, where terrorist returned the girls, and the government negotiated. Government can release 100 billion via the negotiation without consulting the national assembly for approval. So now Buhari is going to kastina and a kidnap is arranged.
