PMS is just created to replace NURTW which makinde doesn't want...they operate like NURTW...they are independent body (consultant)who helps govt to collect tax from motorists while they take some percentage as running grant and deposit larger percentage to OYSG

And beside the guy have punished and released by the court and he was not found guilty of killing the guy but he got punished for causing riot and unrest... that's why he was given 6years imprisonment and later released after serving is term.....do you want him to die for being ex-convict
