There seems to be archaic primitive system in Nigeria, who can explain further

There seems to be an undocumented business exchange and undocumented communication system in Nigeria. It seems more of it has been brought into limelight, you see very primitive and even learned people all acting strange acting some strange innuendo all wanting something extra after a literal English conversation, Please can anyone explain further on this, i respect the laws proscribed in the constitution of governing bodies on communication and trade. if there was a book about it , it may help one to understand it better. I even had to create a communication protocol meme to help people in this primitive communication system.
