Our Constitution is the biggest scam and one of the biggest problems among others facing and endearing growth and development in Nigeria.

Unless this is changed to reflect and represent Nigerians; we will have no peace, growth and development in this country, no matter who comes to power.

The part in bold is actually not correct. You guys seems to be misinterpreting the position of the law. The constitution never said those statutory corporations can’t be audited. The constitution simply said the Auditor General cannot audit them. The Auditor General is not the only Auditor in Nigeria.

To be clear, statutory corporations are established by act of parliament unlike ministries that are established by gazette. The act establishing this corporations already provided for the appointment of external auditors to audit their account annually. In essence, asking the Auditor General to still audit them would have amounted to double audit. Even at that, the Auditor General still has the power to review their audited report and carry out periodic checks on their activities.



I have been following your thoughts and you seem knowledgeable on the matter. Where I find fault is two.
1. It seems the auditor general is responding to why he doesn't present an audit report for those bodies mentioned. It's obvious he has nothing to do with the external audit which begs the question who is responsible for appointing the external auditor and to whom is the report submitted, bearing in mind the relationship between the piper and the payer.
2. It seems the Buhari adminstration is averse to the same change he preached about to gain the office.
If OBJ for whatever reason refused signing such a very elementary anti-corruption bill, should Mr Integrity not have been at the forefront of getting it signed? Just as Jonathan did with foi bill before he lost his way. I can count many bills passed by the eighth assembly with their perceived foibles, which would have had very useful impact on our national life had Buhari signed them. So the question for us is how really serious has Buhari been towards reforming Nigeria from being the Corruption hotbed it is?

This is my main point. Some few people in power will never allow it to happen as long they are in power.These people are who I call oligarchs.

DESPITE his vaunted anti-corruption stance, the President, Major General, Muhammadu Buhari (retd.), has failed to sign the Federal Audit Bill, two years after it was presented to him for assent.

The bill, which was passed by the eighth National Assembly, aims to give legal backing to the Auditor-General of the Federation for effective auditing of all revenues accruing to the federation and expenditures.

It also empowered the Auditor General of the Federation to issue an arrest warrant and penalise officials and agencies which refused to submit their financial statements for audit.


But the Presidency has kept mum over the bill which was passed in 2018 and submitted for assent in January 2019.

Commenting on the failure of the President to sign the bill into law, a former Nigerian ambassador to Austria, Jerry Ugokwe, said Buhari had not communicated to the National Assembly his reason for not assenting the bill.

Ugokwe, who spoke at a breakfast session with journalists on the Federal Audit Bill, organised by the Paradigm Leadership Support Initiative in Abuja on Friday, said the nation was still operating the obsolete Audit Ordinance Act of 1956.

The retired envoy alleged that the President was prevented from assenting the new audit bill by about 10 agencies, which he said refused to attend the public hearing on the bill.


“It is sad that the agencies which refused to attend the public hearing on the bill went to prevail on the President not to sign it into law. It is more disheartening that the National Assembly lacked the courage to override the President,” he noted.

Speaking on the race for the office of the AuGF, the Executive Director, Paradigm Leadership Support Initiative, Mr Olusegun Elemo, said that the states Auditors-General and other qualified professionals were being excluded from contesting for the vacant position by the Federal Government.

Noting that the process for contesting for the AuGF was opaque, he said this might be a ploy to reserve the position for a pre-selected candidate.

Elemo called on the President to assent the Federal Audit Bill, which he said would help in preventing corruption, rather than “fighting corruption.

Even after the bill has passed second reading, yet our so called president refuses to approve.

What sort of mess have we gotten ourselves into by selecting this man?

It has become obvious that he lacks the knowledge and capacity to govern the country.

The Auditor General has always reported on the activities of statutory corporations. The external auditors appointed by the agencies report to the board and a copy is forwarded to the Auditor General for review. After review, the Auditor can raise questions and even constitute audit team to carry out periodic checks on the activities of these agencies. Based on experience, periodic checks are simply compliance audit.

2. Like I wrote earlier, it is not enough for the office to keep lobbying the NASS assembly to pass the Audit bill. They must lobby and get the buy in of the presidency. Buhari did not give any reason for declining assent to the bill because it would be a dent on his anti corruption posture but I can infer that those around him convinced him not to sign out of fear that giving the AuGF the power to carry out financial audit of statutory corporations and even sanction erring agencies may be used against senior party members in key positions.

The bill was also passed into law by the Saraki and Dogara led assembly. That alone raised lots of suspicions. Eventually, what happened to the amended electoral bill happened to the audit bill. Political consideration over national interest.

But I don't think the auditor general should be the one to lobby for presidential assent. That should be the legislature. They can use the budget passage as the chip for example. But, we know how personal interests has always beclouded our lawmakers.
Which is why it's so painful when a fine piece of legislative work passes through the normally lax nass and the executive who usually touts higher moral ground become the stumbling block.

Even if ministries that are constitutionally to be audited by the Auditor General declines him access to accounting records, he can’t compel them in any way. All he can do is put it in his report and send to National Assembly.

So, it doesn’t matter if it’s a ministry or statutory corporation. It is a general problem that FG must tackle by immediately repealing the Audit Ordinance act of 1956 and passing the Federal Audit bill 2021 into law.
Which federal government are you talking about, is it the same one headed by Buhari who doesn't know what he is doing, abeg talk another thing
