I think ESN is showing restraint because they were given rules of engagement. Those herders probably were not armed with equivalent weapons and ran away leaving their cattle. In the beginning of conflicts like this, there usually are rules, but do not expect the same finesse if say the herdsmen attack that same village and kill people.
