Omoku people are more related to PH people, so I don't see why you will lump PH people with non-Igboids, all in an attempt to ensure that Igboids in PH are not in control of their destinity.

This is obviously an attempt to make Igboids in the proposed Rivers state, a super minority group there. The Igboids of Rivers must not agree to this.

Once ONELGA, Omuma, Oyigbo are excised from Rivers state, the remaining Igboids automatically turn to minorities in Rivers state.

But I doubt this proposal comes from government anyway.

[1] Nigeria will be made up of 42 states, with seven per each of her constituent geo-political zone. These shall be:

South-south

[2] Each state will be responsible for creating and funding its local governments as it deems fit. Local governments will be funded internally by the charging of a local tax, which will be augmented by a state grant representing no more than 10% of TV
[3] Over a 35 year period, we gradually migrate back to the 1957/58 revenue sharing formula agreed by our founding fathers at the Lancaster House Conferences in London under which the federating units will control all the resources within their domains and remit 50% to the centre

[4] Our federating units will keep 50% of all the revenue that they generate, put a further 20% into a central pot called the Excess Federation Account to which everyone can have access as the need arises, 10% will go into a geo-political zone account and the remaining 20% will go to into the Federation Account used to run the federal government

[5] With regards to all other resources, we shall move towards this immediately but in the case of oil and gas, the move will have to be gradual due to how dependent we have become on these two resources. A gradual migration shall take place over the next 35 years in this manner: 2000 - 13%, 2021 - 18%, 2023 - 20%, 2025 - 25%, 2030 - 30%, 2035 - 35%, 2040 - 40%, 2045 - 45%, 2050 - 50%

[6] Every one of our 42 states will be set a target of generating at least $2bn in export revenue. Any state government that attracts inward investment to the tune of $1bn, will get a corresponding grant from the federal government

[7] Any state that fails to generate as much revenue as it spends for two consecutive years as from 2020, will be subject to an immediate declaration of a state of emergency. It shall be administered centrally by the federal government until its books are balanced

[8] Every state must seek to generate at least 30% of its internal revenue from manufacturing and services, with a migration away from primary products to value added production

[9] Every state is free to create more local governments provided they meet the necessary criteria which includes holding a referendum and the fact that the local government area is self-sustaining. To be recognised as a local government area, basic facilities that must exist within the domain include 20 primary schools, five secondary schools, a local government headquarters, at least one vocational training college and at least one public health centre

[10] All local and state governments will as a matter of course award supply contracts to companies that manufacture products within Nigeria. Only as a last resort will companies that manufacture products abroad be granted government contracts.

This unity isn't working and common sense demand we free from everything keeping us down without resorting to breakdown of law and order. Nobody section should lure it over others.

A sovereign national conference should be convoke for a acceptable and workable restructuring which help guaranteed confidence amongst equal state actors.

North should kill it's big brother status off the rest of the country which it had used to better advanced itself at the detriment of others.

Of course I read the oil part. That is also not acceptable at all. They have to reduce that 35 years to 10, and it has to be for all mineral resources. Not just oil and gas.

That PH thing is a huge price they don't want to give to the real owners. Cutting out Omoku and a few Igbo LGAs effectively makes Ikwerres and other remaining Igboid groups super minorities, never again to be in control of their destinies.

Instead of you talking about self determination, you're still racking your heads about Nigeria especially when the 1999 constitution is not ready to be changed by those cheating you. Anyways, the OP message is all but a pipe dream.

And so should be titled, "NIGERIAN SOCIAL ECONOMIC AND POLITICAL RESTRUCTURING BILL-2021.

It is even gradual migration to 50% in 35 years, that is by 2056, whereas other mineral resources are 100% from 2021. Mad people with evil senses!
If we are serious all mineral resourses must be migrated as follows:
1. Economy:
2021 - 50% with FG taking 15% and rest shared
2026 - 70% with FG taking 15% and rest shared
2031 -100% with states paying 20% to a FG consolidated revenue account
VAT shared at 5% to federating states (discussed below) and 2.5% to FG
3. Political
Political return to 12 states structure called Provinces and allow federating unit (states own and manage their resources) and contribute to Provincial and Federal pool.
3. Devolution of power
Allow provinces to have their police and security
Dissolve the NASS, and create a representative federal parliament of 24 members only. Reduce cost of governance. Two members from each province. Provinces to have at least 20 representatives based on ethnic or local government representation. Retain current local governments with stronger financial base to handle local taxes and manage primary healthcare and primary schools.
Turn national assembly complex to a campus of University of Abuja
4. Agrc and social services
Outlaw cattle and livestock migration effective 2022. All operator to build ranches or states to build and farmers to rent land for livestock farming
5. Remove onshore and offshore dicothomy. All resources bounding a province is deemed provincial resource
6. FG to own and manage military with equal representation. Not lopsided. Eliminate Federal character and let NYSC be restricted to their provincial catchment and optional deployment outside the provinces.
7. Education
Enforce compulsory 12 years education policy across Nigeria, that is compulsory Primary and Secondary education. Arrest any child and parents of school age not in school. Enforce SSCE as prerequisite for anyone 18 years from 2025 owning a bank account and obtaining government loans, except for older folks that are 30 years and above by 2025
8. Electoral process
Make NIN registration compulsory for everyone 16 years and above. All NIN must be link to BVN, VOTERS CARD and DRIVER LICENCE.
