Big lie bro. Shagari, just like Tafawa Belewa, is no great leader. While Tafawa Belewa watched Nigeria streamroll into heavy political crisis that led to a military coup and then civil war, Shagari sat as a confused slowpoke while politicians around him looted the oil boom revenue dry and led to another military coup.

There is absolutely no Politician in this world that is not corrupt, Democracy on its own requires lots of resources which can only be sourced from lobbying and sometimes shady dealings.

That said, Tafawa Balewa led a parliamentary system of government, which is different from the federal system we had now, you can't blame Tara Balewa for Azikwe's choice of ditching Action Group which had the majority to be PM for Northern backed Balewa.. it's all politics.

And during Shehu Shagari's time Corruption was not institutionalised as we had from Babangidas days till now

Back then contracts were executed, highest kickbacks they took was not more than 20% contract fee and they called it PR and lobbying money, Shagari's major issue was sudden oil price fall.

Now since after Shagari, corruption was now institutionalised, contractors got payment and never executed any projects , people stole blindly, Goverment funds are diverted to private account, and civil service became man no man, without consideration of merit
