I keep saying it, the problem with 'subsidy' is not smuggling like BMC e-monkeys are always quick to scream, the problem lies in the clerical work, the contracts allocation and payments system used for this subsidy regime within the ministry of petroleum.

And who is the de facto minister? You guessed right: Mr. Integrity himself, Gen. Buhari. The man who does not steal
