CBN should print at least 5 Billion Naira Cash tagged "kidnappers cash" with special numbers only known by the CBN.

Where there's is a kidnapping and the kidnappers request cash payments (usaully in millions), the "kidnappers cash" should be used as ransom.

I think the difference is with the intentions.
The north are doing such stupid thing. Police caught them. finish..
The Southwest might do similar things but they always call themselves Biafra or some other name, which is like treason against the nation Nigeria. Hence the extra bashing they will receive.
