He is my kid brother and studied Biochemistry. He has since served and in need of a job.

The point is this, we don't want to spend money on training him after which he sits at home doing nothing.

NISP is a four day training to be a member of the Nigerian Institute of Safety Professionals. Getting a job with this training we heard would only be easy when he has had experience unless he goes for a higher training in the field where he is pay about 350k.
While database Management will take about 150k for 5months with new horizon. Chances of getting a job with it when he is done is what we don't know.

  So which would you advice he enrolls into with higher opportunities of giving him a job when he is done?

'we dont want to spend money on training him', Please, the 'we' involved should try to spend as much as he would need to acquire the best he can! Someday somewhere, the acquired skills would speak 4 him.

the nisp courses are 15k, 25k or as high as 45k for stage 3 and can be completed in 6 weeks if taken back to back.

If he goes for nisp combined with his ~chem~ degree, it gives him an edge which he can readily apply in the next 2 to 6 wks while applying for jobs in the oil and gas industry. Dont 4get he will meet people there which can accelerate his chances.

Doing nisp 1 to 3 without experience is better than doing stage 1 without experience and its faster and cheaper than nebosh 350k or oracle 150k.

I suggest he does both nisp and something else. If you shop around, u can get oracle or sql server training for free, 5k (videos), or 20k (plenty in lagos).

My point is that u can spend 90k on nisp 1 to 3 , 20k training + 25k exam fee = 45k on an IT cert and still have change from your 150k.     
   
For a total novice to IT, 5 months training might not be enough to make him good (not even guru) so i suggest u think well about that 150k in these days of IT scholarships, especially as it does not come with job guarantee or placement.

Other areas he might want to look at include project mgt, autocad or even welding.

In fact, the people he meets while doing nisp can tell him which other certs can easily get him in ,

IT is a very practical course. He should be able to deliver when he gets the job, and that only comes with experience. Experience he can gain by teaching, volunteering or working for free after training.

Come to think of it, someone advertised a city and guilds certificate course in oil well planning for 90k or 150k on this forum once. U can google it if interested.
