A drug is usually metabolized by the cytochrome p450 enzymes which determines it’s bioavailability. A drug as to have pharmacodynamic and pharmacokinetic effect.

Vaccines don’t qualify into that category. They are not metabolize in your liver hence can’t be called drugs.
