The Economic and Financial Crimes Commission, EFCC, Tuesday, filed a 16-count criminal charge against the embattled former speaker of the House of Representatives, Dimeji Bankole, before a Federal High Court in sitting in Abuja.

Below are 10 out of the 16-count charge.

Count 1: That you, Dimeji Bankole and others now at large on or about the 28th of May, 2008, within the jurisdiction of Federal High Court, being Body of Principal officers of the House of Representatives responsible for the approval of contracts in the House of Representatives, with intent to defraud, did conspire amongst yourselves to inflate the cost of 400 units of 40-inch Samsung (LNS. 341) television sets by approving the purchase of the said item at the rate of N525,000.00 per unit, instead of the prevailing market price of N295,000.00 and thereby committed an offence contrary to Section 58(4)(a) of the Public Procurement Act No. 14 of 2007 and punishable under Section 58(5) of the same Act.

Count 2: That you, Dimeji Bankole and others now at large, sometime in 2008, within the jurisdiction of the Federal High Court, being Body of Principal officers of the House of Representatives responsible for the approval of contracts in the House of Representatives, with intent to defraud, did inflate the cost of 400 units of 40-inch Samsung (LNS. 341) television sets from N295,000.00 per unit (being the prevailing market price) to N525,000.00 per unit and thereby committed an offence contrary to Section 58(4)(b) of the Public Procurement Act No. 14 of 2007 and punishable under Section 58(5) of the same Act.

Count 3: That you, Dimeji Bankole and others now at large, on or about the 28th of May, 2008 within the jurisdiction of the Federal High Court, being Body of Principal officers of the House of Representatives responsible for the approval of contracts in the House of Representatives, with intent to defraud, rigged the bid for the procurement of 400 units of 40-inch Samsung (LNS. 341) television sets by refusal to follow all the procedures prescribed for public procurements in Sections 17 to 56 of the Public Procurement Act No.14 of 2007, leading to a loss of value to the national treasury and thereby committed an offence contrary to Section 58(4)(e) of the Public Procurement Act, No.14 of 2007 and punishable under Section 58(5) of the same Act.

Count 4: That you, Dimeji Bankole and others now at large on or about the 28th of May, 2008, within the jurisdiction of Federal High Court, being Body of Principal officers of the House of Representatives responsible for the approval of contracts in the House of Representatives, with intent to defraud, did conspire amongst yourselves to inflate the cost of 800 units of Desktop Computers (HP Compaq dc 5700) by approving the purchase of the said item at the rate of N330,000.00 per unit, instead of the prevailing market price of N160,000.00 per unit and thereby committed an offence contrary to Section 58(4)(a) of the Public Procurement Act No. 14 of 2007 and punishable under Section 58(5) of the same Act.

Count 5: That you, Dimeji Bankole and others now at large, sometime in 2008, within the jurisdiction of the Federal High Court, being Body of Principal officers of the House of Representatives responsible for the approval of contracts in the House of Representatives, with intent to defraud, did inflate the cost of 800 units of Desktop Computers (HP Compaq dc 5700) from N160,000.00 per unit (being the prevailing market price) to N330,000.00 per unit and thereby committed an offence contrary to Section 58(4)(b) of the Public Procurement Act No. 14 of 2007 and punishable under Section 58(5) of the same Act.

Count 6: That you, Dimeji Bankole and others now at large, on or about the 28th of May, 2008 within the jurisdiction of the Federal High Court, being Body of Principal officers of the House of Representatives responsible for the approval of contracts in the House of Representatives, with intent to defraud, rigged the bid for the purchase of 800 units of Desktop Computers (HP Compaq dc 5700) by refusal to follow all the procedures prescribed for public procurements in Sections 17 to 56 of the Public Procurement Act No.14 of 2007, leading to a loss of value to the national treasury and thereby committed an offence contrary to Section 58(4)(e) of the Public Procurement Act, No.14 of 2007 and punishable under Section 58(5) of the same Act.

Count 7 : That you, Dimeji Bankole and others now at large on or about the 28th of May, 2008, within the jurisdiction of Federal High Court, being Body of Principal officers of the House of Representatives responsible for the approval of contracts in the House of Representatives, with intent to defraud, did conspire amongst yourselves to inflate the cost of 100 units of Sharp Digital Copier 5316 by approving the purchase of the said item at the rate of N270,000.00 per unit, instead of the prevailing market price of N160,000.00 and thereby committed an offence contrary to Section 58(4)(a) of the Public Procurement Act No. 14 of 2007 and punishable under Section 58(5) of the same Act.

Count 8 :That you, Dimeji Bankole and others now at large, sometime in 2008, within the jurisdiction of the Federal High Court, being Body of Principal officers of the House of Representatives responsible for the approval of contracts in the House of Representatives, with intent to defraud, did inflate the cost of 100 units of Sharp Digital Copier 5316 from N160,000.00 per unit (being the prevailing market price) to N270,000.00 per unit and thereby committed an offence contrary to Section 58(4)(b) of the Public Procurement Act No. 14 of 2007 and punishable under Section 58(5) of the same Act.

Count 9 : That you, Dimeji Bankole and others now at large, on or about the 28th of May, 2008 within the jurisdiction of the Federal High Court, being Body of Principal officers of the House of Representatives responsible for the approval of contracts in the House of Representatives, with intent to defraud, rigged the bid for the purchase of 100 units of Sharp Digital Copier 5316 by refusal to follow all the procedures prescribed for public procurements in Sections 17 to 56 of the Public Procurement Act No.14 of 2007, leading to a loss of value to the national treasury and thereby committed an offence contrary to Section 58(4)(e) of the Public Procurement Act, No.14 of 2007 and punishable under Section 58(5) of the same Act.

Count 10 : That you, Dimeji Bankole and others now at large on or about the 28th of May, 2008, within the jurisdiction of Federal High Court, being Body of Principal officers of the House of Representatives responsible for the approval of contracts in the House of Representatives, with intent to defraud, did conspire amongst yourselves to inflate the cost of 400 units of HP Laserjet 2600N by approving the purchase of the said item at the rate of N150,000.00 per unit, instead of the prevailing market price of N60,000.00 and thereby committed an offence contrary to Section 58(4)(a) of the Public Procurement Act No. 14 of 2007 and punishable under Section 58(5) of the same Act.

The N10b was collected following "due process" tambawal recommended pay raise after establishing a gap in pay, house big boys met, decided to borrow money to finance the urgent pay gap, the loan may be put in future budget, bla bla bla, so no crime in taken loan. Nigeria we hail thee.

but Ribadu is not the one to sentence, the court can still delay and pronounce their usual 5year concurrent sentence reduced to 5months, and the lawyers will add the usual non-existent health conditions.

EFCC needs to prove that with Bankole perpetrated these acts and that he had the intent to defraud, rigged the bid? If they cannot prove that he had the said intention, bankole walks. Given our judges and the influence of the executives on them, I predict that Bankole will either be found not guilty of all charges or guilty of a token charge.

Now that's the shyt, in Nigeria, criminals get to keep their loot!

If i could choose between stealing billions of naira with a  year jail term and working too fcking hard for every million that trickles into my account only to end up broke at 70, why should i choose the latter over the former?. . . i could always be sorry after my jail term, hell, i could even get a former president and a welcome party after leaving jail, that's a choice i can deal with!!!

angry we should do what most of the arab world is now doing and protest.

How normal people are meant to survive on 18k is beyond me.  Yet some pot bellied goats are being paid millions to do God knows what!

Exactly! Even a whole decade in jail in exchange for several billions of naira when you're done would be considered a fantastic deal by most people. Thats why the current system in this country is a total joke.

Btw, LOL @ autioned Maddoff undies. What sort of goat would even wish to buy that old man's undies? Perhaps a ponzi junkie.

@ those of you asking why keyamo. He is one of the counsel to EFCC. If u can remember, he also prosecuted kenny martins over d police equipment fund thingy.
There's nothing wrong wit private prosecutors handling cases on behalf of the AG. Anyone with knowledge of elementary criminal procedure knows that.
The private prosecutor may have expertise in d particular area of d law required as opposed 2 d lawyers at d ministry of justice. Alex Izinyon SAN is also appearing for the AG Federation regarding d oct 1st bomb blast.
It may also interest u to knw dt, Keyamo was d one dt exposed Bankole first for d purchase of peugeot cars at an over inflated amount. The newspaper clippings are still on d wall of his office reception in abuja.
I've worked with him, and i know if there's anyone that can get a conviction, it's Keyamo. EFCC knws dt, and that's why they have him on a retainer.

Why would he try to skip town because of inflated cost of TVs and cars (albeit they are Mercs)? More questions than answers. I don't get it.

There's more to this and EFCC need to tell us what's going on (and quickly).

Is Bankole a fall guy for some bigger fish or is this some kind of personal vendetta? Again, more questions than answers

oh well, its just another Nollywood film: we know what will happen in the end, but watch it anyway just to confirm it will end as expected grin
