World Bank hails Kogi's 2020 Audited Financial Statement

The World Bank has commended the Government of Kogi State on its 2020 audited financial statement, describing the financial report as a standard for transparency and accountability in the public sector.

The Bank made the commendation in a letter sent to the Accountant General of Kogi State, dated November 21, 2021.

The letter, which was received by the state Accountant General was signed by the States Fiscal Transparency, Accountability and Sustainability Programme (SFTAS) Task Team Leader, Nigeria Country Office, Western and Central African Region, Deborah Hannah Isser.

SFTAS is a $750m programme to reward States for meeting any or all of nine indicators that demonstrate improvements in fiscal transparency, accountability and sustainability.

The nine indicators are an offshoot of the previous Fiscal Sustainability Plan of the Federal Government where States were to be rewarded for meeting up to 22 targets.

The World Bank had supported the Federal Government to incentivise the States to properly achieve the 22-point Fiscal Sustainability Plan, which has now been redesigned as the nine Disbursement Linked Indicators under SFTAS.

The SFTAS programme is part of efforts of the Federal Government to further enhance the transparency and accountability in the use of public resources through the implementation of the Open Government Partnership, which Nigeria signed to in July 2016.

The latest World Bank letter is also coming about a month after the Institute of Chartered Accountants of Nigeria (ICAN) acknowledged the improvement of Kogi State on its ICAN’S Novel Accountability Index (ICAN AI).

The institute said the State moved from 12th to 7th position in its 2019 assessments.

FACT CHECK: Is This Piece of News Fake Or Real?
I would have liked this piece of news to be real because we need a youth as a presidential hopeful. Unfortunately, there are tons of indicators that this is fake.

First, I clicked through to the original news article on the Punch newspaper website. The following lines from the original news article show that even the Punch did not see any such document from the World Bank:


According to a statement, the commendation was made in a letter addressed to the accountant-general of Kogi, which was said to be dated November 21, 2021.

The letter was said to have been signed by the States’ Fiscal Transparency, Accountability and Sustainability Programme Task Team Leader, Nigeria Country Office, Western and Central African Region, Deborah Issuer.

Why should the Punch have been using words like the bolded lines above...?

1. "According to a statement" - Which statement? A statement by who? Why does the Punch seem to lack the courage to state the primary source of the news?

2. The letter to the Accountant General of Kogi "was said to be dated" - uncertainty.

3. "The letter was said to have been signed" - uncertainty.

From the above, my conclusion is that the Punch was hugely paid by Governor Bello to report this. So, in a bid to take the money and still maintain their reputation, the Punch editors ended up talking from both sides of their mouths.

Then, compare the original news article with the post here on Nairaland that claims to be quoting the original article. I see the OP here making a desperate attempt to hide the uncertainty in the Punch report from the Nairaland community. It further proves that the entire plan is to deceive us into believing a lie.

I am ready to debate this publicly with anyone who questions my submission. We can't let ourselves to continue to be deceived by the corrupt political class. Let's be woke please. This unnecessary hunger and wretchedness must end in 2023.
