By Saints I mean those that are cleaned or have been purified by the Spirit of GOD.
Every Judge needs to be clean and without spot in order to judge right/properly otherwise he/she will judge wrongly or won't see clearly to judge right.

GOD's holiness (through JESUS CHRIST) has purified the Saints... this makes them qualified judges.
*By their fruit you shall know the Saints.
