At this point I will doubt the supposed hackers, at worst our country can't be that susceptible to such design flaws judging by many fine tech guys we are blessed with.

yea, that is why I am having my reservations about this claim, even a low level developer will likely not make this mistake, however it is possible that there are some files that are not considered sensitive that they chose to store in s3, and if those were compromised the hacker may still claim to have penetrated nimc even though the files they got did not pose any security risk.
