Throwback: Worker Protest Non-payment Of 36 Month Arrear During Peter Obi Tenure by trutharena: 3:00am On Feb 07, 2022
Awka 2006— Scores of angry workers of Anambra State Water Corporation yesterday stormed the Awka Government House to protest before Governor Peter Obi the non-payment of 36 months of arrears of salaries. They alleged that the government was insensitive to their problems.

However, in an interactive session with journalists last week, Obi had noted the problem of the corporation and said it is one of the areas he would tackle effectively and revolutionize.

The placard-carrying workers besieged the main entrance of the Awka Government House at about 11am calling on the Government to pay them their 36 months salary arrears. They accused the state government of not paying enough attention to the water sector.

In an 11-point resolution prepared by what they called "the Workers Action Committee" of the corporation, the workers called the government to "pay off the workers and close the corporation if and only if the government and people of Anambra state do not need our service any more".

"The workers of the Water Corporation feel constrained to inform the general public of the sufferings, anguish and inhuman treatment being meted to them by way of unpaid salaries now accumulated to 36 months. It is common knowledge that the State Water Corporation is a very important Government parastatals which provides potable water to the citizens, but has since suffered neglect from successive governments coupled with the ecological disasters at her major schemes at Onitsha and Awka.

"Lack of potable water in major cities of the state has resulted in current epidemic in the state. It was in recognition of the hopelessness of the workers and therefore the compelling need to alleviate the sufferings of these workers who have been owed several months arrears of salaries, until the change of government. In addition the government was visiting the corporation steadily to assure workers and assess the progress of staff and as well inspect some government commitments in the corporation.

"Surprisingly and in utter disbelief in the present dispensation, the poor workers have grudgingly been paid only two months salaries by government in today's depressive economy, out of 36 months and the doors closed on the poor workers. Our number 1 state citizen has not bothered to visit the facilities of the corporation to assess the situation and has not bothered also about the frequent reports reaching him through his aides, friends and relations and even the clergy about the death of so many staff of the corporation and members of their families whose children cannot get medical care for lack of fund, no longer attend schools, just as the parents cannot afford food, pay house rent etc.

"Workers have communicated the Governor variously on this non-payment of salary issue. During a recent visit to the Government House by the workers our Governor promised the workers a fair deal but regrettably since then, about five of the workers who went to see him have lost their lives added to over 45 other workers who have since died. Other scheduled parastatals in the state are receiving salaries regularly except Water Corporation. In other states, of the federation Water Agencies receive handsome subvention and other assistances necessary", the workers said.

Addressing the protesting workers, Anambra State Information Commissioner, Prof. (Mrs.) Chinyere Okunna told them that the government was working hard to address their problem. In fact, the commissioner informed the aggrieved workers that their problem came up in their recent executive council meeting.

Okunna said the government would commence the payment of the arrears by the end of this month as she told them that it was an issue that needs collective decision hence its deliberation at the executive council meeting.

Even till November 2007, almost 1 year after the workers protested, Peter Obi did not still pay the arrears.

Nigeria 2007: Salary Arrears - Ex-NBA Chairman Calls for Gov Obi's Removal

Following the face-off between the executive arm of the government and Water Corporation in Anambra State, former Nigeria Bar Association chairman, Onitsha branch, Barrister Chuka Obele Chuka has called for the removal of Governor Peter Obi for non-payment of 42 months' salary arrears to the staff of the state water corporation. He said the state assembly should begin his impeachment procedure.

Barrister Chuka said that the call was necessary because of the non- payment of workers' salaries when the budgetary allocation of N805m had been made and spent without accountability, adding that it amounts to gross misconduct.

He stated this while expressing his feelings at the Legislative chambers of the Anambra State House of the Assembly on the plight of the workers of the corporation.

The human rights activist noted that "nobody is bigger than Anambra State, including Peter Obi , Virgy Etiaba, commissioners and special advisers, as the penalty is impeachment. If the House follows section 188 of the constitution, they will have my full support, the special advisers and commissioners can be dismissed by the person who appointed them, so they can put their office out of existence," he stated.

Answering questions on whether or not the call can cause another political crisis in the state, Barrister Obele Chuka said, "if the Anambra State House of Assembly adhered strictly to section 188 of constitution of the federal republic of Nigeria, not even a court of law could interfere."

"Peter Obi has to go if he does not want to pay the workers of the water corporation. He made the pledge to the people of that he would not owe any worker one month's salary, but today he is owing more that 12 months salary arrears and backlog of about 40 months salary arears.

"Governor Peter Obi collected about N5 billion from the federal government as reimbursement for those Ngige gripe, since government is a continuum. I have said it times without number that Obi is not doing the people any favour," Barrister Chuka Obele affirmed.

"The House took into consideration before approving that budget, the past accumulated pension areas of N511m before they approved N805m and it included these arrears. Why must the government keep this money in the bank and which account is the money being kept, was it invested and what is the profit?"

The human rights lawyer noted that the employees of the corporation were not hired, stating that Peter Obi has his own arears from March 2006, when he assumed office as the governor of the state.

The issue lingered till November 2007 that he was compelled by court to pay the arrears. How can Obi had a budgetary allocations of 805 million approved for arrears including #5billion reimbursement from FG yet refused to pay until he was dragged to the court?
The fraud had been swelling his Pandora loots a long time ago.

Why was he owing them their SALARIES from when he assumed office in 2006 till November 2007 when workers were forced to protest?
Was he not collecting his own salaries and perks at the same period?
Was there no budgetary allocations at the period?
After Ngige left, FG reimbursed him 5billion naira within the period. Same incompetence that made Doctors go on 13 months strike. Obi was busy empowering workers with hunger while he looted their resources in shell companies abroad.

It's inexcusable if you didn't know Andy Uba replaced Peter Obi as Governor in 2007 after 2007 elections, the election distractions and court cases which reinstated him back...as well as the subsequent impeachment for refusal to embezzle money...support your own candidate objectively but don't go on character assassination against another candidate especially if you're holding unto only straws. Chuka Obele Chuka you were citing was a PDP paid lawyer who was part of the people Peter Obi was fighting through the courts.
