This circular was issued from the office of the Head of Civil Service of the federation and signed by the Permanent Secretary, Service Welfare Office. Already, most of the ministries and parastatals are non productive, and now they want them to work half-day because Nigeria and Ghana are playing a match. What I don't understand is, will civil servants go to the stadium to watch the match? Or will the half day declared boost the morale of the Super Eagles?
