He may not have a particular candidate he wants to succeed him but he definitely knows those he doesn't want to succeed him and Tinubu takes the lead.

The reason why it has dragged this long is because of Tinubu's desperation and how he used Lagos funds to bribe a lot of people so Buhari wants to careful to avoid even a 1% likelihood of Tinubu emerging by hook or crook.

Also, Nigeria's current volatility must be worrying them and that is why they keep postponing the primaries while seeking a way out.
