The more serious question is, when are we going to have a standard hospital in Lagos State that the Lagos Landlord will not need to travel to France again? You obviously didn't read the article. That apartment complex was built specifically for people who lost their houses to the flyover built in the area. He was there to hand over the apartment to the new occupants
