The ideal will be pan security like you have in developed nations, That is where we should be going and it starts with having state police and then county/local government and then community police.

That's a private issue to decide, you can't force people not to have guards, you can only put in laws to ensure they employ regulated security companies to provide security to their premises. In America,UK and other serious nations, it is a serious offense to employ undocumented people. Security companies employing the guards must get information on the state of origin, local government, education background, NIN, national id card, and a Lagos state residents card. They must make sure they are not employing a terrorist or a criminal.

Go to the North, you will find Nigerians/Chadians everywhere claiming Katsina and other broader states as their state of origin. The worst aspect is that, the same northerners encourage them and tell you, Nigeria is big enough for all of them, whether legal or illegal.

The borders are too porous to prevent foreigners from entering the country illegally. Even in the advanced US .... documented immigrants cannot be tracked so why are we saying immigrants here should be documented so they can be tracked? The FG cannot prevent people or companies from hiring illegal immigrants ... but what it can do ... like the US and other countries... is do raids. If an illegal employee is found.... then the employer faces a huge penalty and the employee faces charges of being in the country illegally. On the employment of foreign guards period.... even the Nigerian Consulate in NY has done same. The reasoning as I see it.... is the foreign guard is not likely to have ties with locals ... nor the fears that run in the DNA of locals. E.g .... if Davido shows up with his army at the Consulate .... the Nigerian guard will allow him and his guys to go to the front and be next in. The foreign guard will tell the army to remain outside and direct Davido to the back of the line. I guess the same applies.... who wants a local guard in these times of kidnapping?... one who can call his guys to do some damage?

I hope you watched the BBC's recent documentary on banditry. In as much as I believe that any foreigner living in Nigeria must be registered and documented, Nigerians should not shy away from the true identity of those behind boko haram and banditry. These are Nigerians and the government should live up to expectations in providing security for its citizens. The same mistake was made in the early stages of bokoharam by pointing accusing fingers to foreigners specially from Niger and Chad. Don't employ someone you can't trace to his home as security guard. But you know what many Nigerians feel even safer with these foreigners than their fellow Nigerians. E get why. Foreigners can have criminals in their mist but the problem of insecurity in Nigeria is homegrown. The earlier it seen from that perspective and tackle head on the better. Who can import criminality in Nigeria by the way. Let be realistic 98% of criminals in Nigeria are Nigerians.
