Peter Obi just said he never had such powers and he even mentioned the names of the security agents who were stakeholders at the time who are still alive to debunk him if he lied.

He even said he too was detained too at the time.

So that leaves the most likely culprit to be Jonathan or some powerful member of the ruling PDP who could order the house arrest.
