Which destabilization. People should learn new technology I beg. If people in the village can learn to use phones and send text,why is ussd or mobile money too hard for them?

It's like you haven't been disappointed by network issues before ba ?

If a village is so rural and remote that it doesn't even have any network,it's unlikely resident of such village will be trading with large volumes of cash. Such villagers will be subsistence farmers for which a N10k daily transaction is likely sufficient.

Human being follow where money is being made. If there was anything about such a village that was requiring more cash than that,then people would have moved in and gsm will follow.

No one has said don't transact in cash. just that you can't withdraw more than certain amounts. Besides if the place is so remote,there is likely not a bank branch anywhere there, so what do they care about how much they can withdraw. The small money they use daily is probably kep under the mat.
