7. Before the pearl harbour incident that lifted Churchill's spirit the only other event that gave him hope was Germany's invasion of USSR. He was happy because the USSR (a former ally of Germany before the invasion) could easily have sided Germany. The invasion put less pressure on already battered Britain by opening a second front of conflict. It's not a permission, it's standard proactive warning in conflict zones to notify combating sides of high level convoys so errors won't be made and be drawn into the war.

Drawn into the war does not include support materials or logistics but only combat troups. After all red cross supply materials. Not informing Russia will be deliberate attempt to begin combat operations as Russia will claim plausible ignorance and denial of such high presrnce in combat zone. In which case the US will also have no technical reason to retaliation
