My First 100 Days
As Governor of Lagos

I have a vision for a new Lagos
Here is my action plan for the first 100 Days in office.

1.0
Increase Minimum Wage to N60,000 on Day 1 in Office, the salary of Civil Servants will be increased by 100% to N60,000 monthly. The target is to reach N100,000 as soon as possible. This will cover everybody including street sweepers.

2.0
Moral suasion to persuade the Organised Private Sector to follow Govt's lead by stopping casualisation and also increase their minimum wage to a living wage. Banks, telcos, oil companies, multinationals, large national corporates, etc will be incentivised with PAYE tax credits to stop casualisation and index their minimum wage to their capacity to pay rather than current market wage rates which are suppressed by high unemployment. A first step for a Lagos where every worker has health care, pensions and similar benefits.

3.0
Cancel Alpha Beta's Contract which costs the State N5bn monthly.

4.0
Use the savings from the cancellation of Alpha Beta contract to set up a grand Loan Scheme for Micro, Small and Medium Scale Enterprises. Ensure at least 10,000 beneficiaries in the first 100 Days. We expect the scheme to benefit up to 1m beneficiaries in 4 years.

5.0
Establish a portal for publishing costs of all government projects and compare them to World Bank standards to eliminate waste and corruption.

6.0
Issue a 10-year order for 10,000 vehicles to an auto manufacturer that commits to building an auto assembly in Lagos with a credible plan to achieve 50% value added within 5 years.

7.0
Pull down all toll gates in the Lekki Ajah axis and Ikoyi link bridge.

8.0
Build a monument in memory of our slain sons and daughters at the old Lekki Toll Gate.

9.0
Advertise for the employment of 10,000 teachers with outstanding grades (First Class and Second Upper or Upper Credit) to start a process of repositioning teaching as a middle-class career.

10.0
Execute a Memorandum of Understanding with all Road Transport Unions for the implementation of a rehabilitation and retraining program, and take Agberos off our roads.

11.0
Invite bids for the design and construction of 100 km of rail across Lagos.

12.0
Host an education summit with all stakeholders to get buy-in into GRV's plan for partnerships to upscale public schools to the standards of the best private school.

13.0
Host a health summit with all stakeholders to get buy-in for partnerships to upscale services at Primary Health Centres to best-in-class, laying the foundation for an effective referral system.

14.0
A summit for various artisan associations such as bricklayers, plumbers, mechanics, welders, carpenters, tailors and other technicians with the objective of creating a process for their certification and access to small-scale loans.

15.0
Working with my Party, the Labour Party, appoint first-class caretaker Chairmen for each Local Govt,
each appointee being skilled enough to be a potential Governor.

16.0
Set a date for Local Government elections.

17.0
Issue Guidelines to open up the BRT routes to all investors who meet the minimum standards. Create a program for widespread investment in public transport by all willing Lagosians and investors.

18.0
Issue Guidelines for markets to operate autonomously and appoint their own Iyalojas and Babalojas.

19.0
Release Guidelines for a new waste management system for separating waste to paper, plastic and organic from homes; a first step towards a world class system for turning waste into biogas and fertilizer.

20.0
Emergency rehabilitation of buildings and facilities in 100 primary and secondary schools pending comprehensive reconstruction.

21.0
Enumeration of all apartments that have been vacant for more than 180 days, and commencement of a program to ensure occupancy by 31st Dec. At least 100 such apartments are to be occupied in the first 100 days.

22.0
The commencement of the rehabilitation of 100 inner roads spread across all Local Governments in Lagos.

I am determined to set Lagos on course to become First World in 30 years.
Hold me accountable after the first 100 Days.

Gbadebo Rhodes-Vivour
Labour Party Candidate for Governor of Lagos State

1. You have not conducted a financial appraisal of your government, you want to increase expenditure by 100%.

2. Alpha Beta contract is in the law, you need complete control of the legislators to effect any change, it's not by fait.

Baba, forget law. I will shred Alfa Beta contract 1 minute into being the chief executive, n u can go to court

Very unrealistic journey map except if the alpha beta cancellation is achieved. Before he can increase salary, has he consider the current expenditure, debt profile, revenue stream and other financial constraints?

This boy no understand governance at all. See person whey e wan become governor of the 4th largest economy in Africa. SMH cry undecided

Note: Those quoting me with insults need to understand that I never insulted nor abuse their local champion governorship candidate. I will make it clear that GRV is inexperienced, unfit and lack the needed experience to manage Lagos. It's my candid opinion and if it pains you, jump into 3rd mainland lagoon. Thanks.

For those asking how he is going to generate the money.
Cancelling the conduit pipes through which the god father's are paid with Lagos money is enough to achieve all this.
Many people don't know how much the state spends in running and maintaining the corrupt political structure in Lagos.
That's why they were making mouth with structure because they know how much they have invested now OBI have proved to them that structure is useless.
To finance Lagos state healthily with its projects and humongous debt burden....u can't terminate an Alpha Beta unless u want to replace it with an Alpha Beta pro max grin

Before sanwo became governor, what organization did he manage?
Babajide Olusola Sanwo-Olu was the treasurer at former Lead Merchant Bank from 1994 to 1997 after which he moved to the United Bank for Africa as the head of foreign money market. He then proceeded to First Inland Bank, Plc (now First City Monument Bank) as a deputy general manager and divisional head. He was the chairman of Baywatch Group Limited and First Class Group Limited.

Babajide Olusola Sanwo-Olu began his political career in 2003, when he was appointed a Special Adviser on Corporate Matters to the then deputy governor of Lagos State, Femi Pedro. He was later made the acting Commissioner for Economic Planning and Budget until 2007, when he was appointed as the Commissioner for Commerce and Industry by then Governor, Bola Tinubu. After the General Elections of 2007, Babajide Olusola Sanwo-Olu was appointed Commissioner for Establishments, Training and Pensions by Governor Babatunde Fashola. Babajide Olusola Sanwo-Olu was made Managing Director/CEO of the Lagos State Development and Property Corporation (LSDPC) by Governor Akinwunmi Ambode in 2016.

Some of his notable public sector achievements include the supervision of the Bureau of Public Enterprises (BPE) privatization projects.[16] He set up and was the Pioneer Board Chairman of Lagos Security Trust Fund. The LAGBUS System and the Control & Command Centre in Alausa Ikeja were subsequently established under his directives.

Now you tell me what organization has Gbadebo managed, does he have any experience to manage lagos state?

and you with experienced leader, what has he done for Lagos State? Only multiple taxation, hight cost of living, no civil servant in lagos state survive without cooperative, a level 10 officer in lagos state pays a tax as high as 25k,many civil servants live in outskirt of Lagos simply because they can't afford house rent Lagos, non indigenes who are business owners have taken over, and that's why APC lost the state, Lagos is only after increasing IGR without affecting the life of the common man, with the kind of IGR Lagos is generating, the minimum wage should actually be doubled, we need a selfless government in Lagos that will affect the lives of the masses.

You shouldn't have talked like this. If people are longing for change not to play on Lagosians intelligence. Your first day assignment gave you out as activist and not Democrat. I am sorry, governance runs on the sprit of collectivesim. You will firstly collate data from various agencies to know where to start.

Cancel your tax consultants then where will the money came from to do what you said you will do with the "money saved"?

Have you thought that the legal battle that will arise from terminating tax contracts might actually bankrupt the state? Who now handles taxes? Corrupt civil servants who no one can monitor?
You do know that the state has a Lagos Inland Revenue Service whose main job is to collect taxes right?

Read about revocation of Alpha Beta contract that takes away 5billion monthly. He hopes to plough this back into staff salary in the form of increment.

When you cut Alpha Beta off, who will then collect the tax? Or maybe you're not aware that LIRS doesn't have the number of personnel to obtain tax across Lagos state. The N5bn monthly savings you want to make will not cover the cost of additional salaries to equip LIRS plus other running costs not to talk of the wastage from LIRS staff corruption.

Alphabeta has no relevance whatsoever. There is nothing Alphabeta claims to do that LIRS cannot do. It is just a conduit pipe for corruption.

How do you even announce increase in wages when you haven't settled in to know the true financial strength of the state. The issue of getting an assembly plant is foolish and stupid. He should instead be targeting manufacturer of assembly plants. GRV disappoints me with everything written here. These are just impossible totally. None is achievable.

Bro, I’m informed on this one o. I understand the agitation against Tinubu but throwing away caution and thinking everything is not clear isn’t the way to go either. Anyways, he won’t be able to stop the levies because he’s contractually bonded to the banks both local and foreign. Or if he thinks he can find from another source let him try.

You are arguing with people without a basic understanding of financing or budgeting.

Cancel Alphabeta? 5bn savings? Those aren't savings, someone still has to collect those taxes, monitor compliance and confirm completeness. Money just doesn't magically appear in govt coffers.

Contracting it to another coy? They would still cost money and may potentially do a worse job than ABC. If he is thinking LIRS has the hands to bring in the taxes. Then he must be joking. You would need to employ hundreds of new employees, a brand new platform or existing software (those come with yearly subscriptions unfortunately, so you are on the hook for subscription payments). If you bring in Remita, they only offer payment platform and are extremely inefficient. Also the Private model by AlphaBeta ensures increases in revenue collection. ABC knows they need to increase collection to increase their revenue. An LIRS employee would do the bare minimum required as long as their salaries is paid. Just expect to see reduced efficiency across baord and drop in collections.

Also in end the cost of pension, medical coverage, the inefficiency of these new thousands of employees and the lead time for them to get up to speed would cost more than the initial 5bn per month you are trying to "save".

That's aside the legal perspective. Nigeria is paying billions to PID for a contract breach.
