Intelligence failure: Only graduates should be DPOs, top officers – Olubolade

Against the backdrop of glaring cases of failure of intelligence in the Nigerian Police Force and the resultant increase in the activities of criminals and terrorists in the country, only graduates and personnel with superior academic qualifications would now oversee the affairs of the intelligence arm of the force.

Also, only graduates would now be appointed as Divisional Police Officers. Minister of Police Affairs, Navy Captain Omoniyi Olubolade (rtd), who stated this yesterday in Abuja at a meeting of top police management team, officials of the Ministry of Police Affairs and the Police Service Commission (PSC), said with the level of intelligence required to police Nigeria today, only graduates are expected to head high positions in the force.

Although, he admitted that the security situation in the country remains very challenging, Olubolade said the mandate of the force is so clear, notwithstanding the present situation. “The challenges are many but they are not insurmountable. With men like you, we would surmount them. “I believe that the Nigeria police will carry out its operations with a high level of professionalism. This will come with the provision of your welfare and working gadgets.

To reinvigorate police concepts is a must. “Training and capacity building will greatly assist us. It might be necessary to review the training manual. We must recruit trainable persons and sentiments must be put behind us and forensic laboratories must be modernised. “Time has come for us to set standards. Graduates should take the positions of Divisional Police Officers (DPOs) and those who have proper training should hold top positions in the police”.

Apart from underscoring the necessity of completing all on-going projects in the force, the minister said any police property which does not befit the status of the 21st century police would be demolished. “Nigeria Police Force have uncompleted projects littering all over and it will be necessary to complete them before embarking on new ones.

“Budget is ongoing and we will defend your budget to the last. We must use our scarce resources properly. Accommodations and office spaces are substandard. To give confidence to the men they must be given good offices and residential quarters. “I may be forced to demolish offices. “We will look at other life insurance packages that are worthy. We will do joint training with other services to make the Joint Task Force easy to operate,” Olubolade stated.
