Well I'm not in the position to say it's a sin or not.
But from point you raised "thinking of someone who is not your wife hence its a sin to sexually fantastic someone". It will eventually lead to sin on the man's part. He will become used to masturbation especially when the wife is not around, he will easily or start fantasizing and masturbating to the mental image of other women he finds attractive. (It's inevitable). Unknowingly he will also induct his wife into the ability of masturbating.
The story won't end well for married couples.
