It's just a phrase used to gather gullible mugus and make fortune out of their stupidity when someone believe in Jesus such a person is a Christian qualified to live forever on earth when God's Kingdom begin ruling over the planet. Matthew 5:5
BORN AGAIN Christians are limited number of selected disciples among to rule with Christ in his kingdom. They're supposed to rule with him in Jerusalem {Isaiah 2:3} and their selection supposed to be from the twelve tribes of Israel alone {Revelations 7:5-8} but the Israelites as a nation rejected Jesus and slaughter most of God's prophets in Jerusalem {Matthew 23:37-38} that's why Jesus said their city has been condemned and the privileged given to another nation that will make up 144,000 kings and priests {Revelations 14:1} that will rule with Christ {Revelations 20:5-6} this is why Jesus promised his faithful disciples that he will go and PREPARE another government house for them in his own home (heaven) so that where he is they can always be with him! John 14:1-3 compare to Revelations 14:4

So they must be transformed {1Thessalonians 4:17} into spirit creatures (angels) {Luke 20:34-36} that's the reason why they must be born if the spirit after the general water baptism for salvation! John 3:5-6

Few as in limited number of disciples will be selected to go and rules {Luke 12:32} with Christ Jesus in heaven {Matthew 5:3} that's why they must be born again. John 3:3
