There are Directors in that Ministry already. Like Works and Housing can be split. The Directors and employees for works and housing will also be split. They already exist it’s just the reporting lines. They will not employ new people. For instance before, there were 36 Ministers and 36 Minister of State. That is about 72 people Government had to pay! Now it’s 42 people which is significantly less. The fact is it will be less expenditure by Government. They will just restructure the ministries.

There were 29 ministries headed by ministers before, with Buhari heading one of them. Out of the 29, 13 had ministers of state while each ministry had a P.S making 29 P.S. That's 29+13+29=71
Now, if ministers of state is cancelled, you'll have 42 ministries, with each having P.S making it 42 P.S giving 42+42=84.
Besides, if you're familiar with ministries, works and housing had only one director of admin, finance, ICT each. If it's split, each will have one director each per unit making it twice the same or do you expect the finance director in one ministry to act as finance director for another?

You are counting things that don’t exist and lack comprehension. Permanent secretaries are always going to be there. They never change, there are also directors who can be promoted to new Perm Secs. Now, like I said, no one is creating a new ministry it will just be restructured
