Now this is how the landing cost of imported fuel is arrived at in our dear country. The cost elements are:
1. FOB Price;
2. Marine Insurance;
3. Freight;
4. Lightering expenses;
5. NPA Cost;
6. NIMASA Cost;
7. Custom Duty
8. Jetty throughput;
9. Storage cost 10.Demurrage Cost;
11. Financing Cost;
12. Wholesale margin;
13. Transporters Allowance;
14. Retailer Margin;
15. Bridging Fund;
16. Marine transport average;
17. Admin Charge;
18. VAT.
Some say the template now includes petrol tax.
You can deduce from the above that 60% of the landing cost is totally avoidable if we refine locally and that will force the price down. Now, which sane country will like to be imposing such a burden on its citizenry if it is not bereft of purposeful leadership? Apart from bringing in imported inflation whenever crude oil prices and exchange rate go up, it is a disincentive to industrialization, growth and development.
In summary, government collect different kind of charges from importers of petrol products to pay same importers in the name of subsidy to punish the citizenry.
