Why is it that agents will never give a breakdown of what they are charging?

I thought the way you quote for jobs is you give a breakdown of the cost involved and your own charge for performing the job.

For instance if I ask how much it will take to clear a 2000 Toyota Cary I expect to see a breakdown of how much will be paid to government agencies and how much you are charging me for the job.
