They said "might", so the report is trying to postulate a possibility.

We should be producing 2mbpd, but we're barely above 1mbpd. In one fold, it's us producing and going to buy refined products abroad to import. Now we're about to get the refineries and the challenge now is how to get them crude to refine or how to evacuate - so we have to import again to meet up their daily demand. Who did this thing to us?

I hope this is not true.
