The part in bold is correct but it seems Umahi wants aggressive and comprehensive overhaul of the road infrastructure of Nigeria which is a good thing also.

The $35 billion may not be that crazy a figure considering Government can raise $5 to $10 billion from bond issuance to wealthy Nigerians.

They can incentivize businesses to get involved. Dangote got waivers and tax break that saw him get involved in the construction of federal concrete roads.

Umahi is hardworking and he says FEC approval is vital. Government should give Umahi the approval and mandate him to manage fund-raising, that will be inspected by specialized auditors, in the spirit of giving innovative ministers the free hand to conceive and fund vital projects that can secure the rapid development of Nigeria.
