Isn't a digitized process faster and cheaper?

A friend is processing a police clearance certificate and was asked to pay 50k. According to him, the procedure is now digitized, requiring a 30k online application fee, and possibly the remaining 20k is for bribing to fast-track.

This is a document you could previously obtain for roughly 3k - 10k before.

Hence, I'm questioning: Isn't a digitized process supposed to be faster and cheaper?

Why are we encountering this in Nigeria?

Nigerians are the most wicked set of creatures on Earth. Anything designed to ease life burdens them.

The Devil was cast down to Nigeria.
