Isn't a digitized process faster and cheaper? A friend is processing a police clearance certificate and was asked to pay 50k. According to him, the procedure is now digitized, requiring a 30k online application fee, and possibly the remaining 20k is for bribing to fast-track. This is a document you could previously obtain for roughly 3k - 10k before. Hence, I'm questioning: Isn't a digitized process supposed to be faster and cheaper?
