Why not equip the parents to be able to feed their children sufficiently.

Because they don't have enough to eat. If they have no parent will send their child hungry to school.

I know it encourages more northerners to send their kids to school but we need to build these people to be responsible for their kids, to realise that they shouldn't give birth like eats with no means of sustainance

Not because they don't have. I have seen cases of kids who's parents DELIBERATELY do not give their wards food to school. How will such a child function well seeing others eating?
