CANBERRA, Australia (AP) — President Barack Obama insisted Wednesday that the United States does not fear China, even as he announced a new security agreement with Australia that is widely viewed as a response to China's growing aggressiveness.
The agreement, announced during a joint news conference with Australian Prime Minister Julia Gillard, will expand the U.S. military presence in Australia, positioning more U.S. personnel and equipment there, and increasing American access to bases. About 250 U.S. Marines will begin a rotation in northern Australia starting next year, with a full force of 2,500 military personnel staffing up over the next several years.
"This rotational deployment is significant because what it allows us to do is to not only build capacity and cooperation between our two countries, but it also allows us to meet the demands of a lot of partners in the region that want to feel that they're getting the training, they're getting the exercises, and that we have the presence that's necessary to maintain the security architecture in the region," Obama said.
While the president sidestepped questions about whether the security agreement was aimed at containing China, he said the U.S. would keep sending a clear message that China needs to accept the responsibilities that come with being a world power.
"It's important for them to play by the rules of the road," he said.
And he insisted that the U.S is not fearful of China's rise.
"I think the notion that we fear China is mistaken. The notion that we're looking to exclude China is mistaken," he said.
The U.S. and smaller Asian nations have grown increasingly concerned about China claiming dominion over vast areas of the Pacific that the U.S. considers international waters, and reigniting old territorial disputes, including confrontations over the South China Sea. China's defense spending has increased threefold since the 1990s to about $160 billion last year, and its military has recently tested a new stealth jet fighter and launched its first aircraft carrier.
Defense Secretary Leon Panetta has said that the goal of the new security pact is to signal that the U.S. and Australia will stick together in face of any threats.
U.S. officials were careful to emphasize that the pact was not an attempt to create a permanent American military presence in Australia.
Obama national security aide Ben Rhodes said the U.S. military boost would amount to a "sustained U.S. presence." He distinguished that from a permanent presence in the sense that the U.S. forces will use Australian facilities, as opposed to the United States to building its own bases, as it has in such regional places as South Korea. The U.S. has not signaled any interest in that in Australia.
The only American base currently in Australia is the secretive joint Australia-U.S. intelligence and communications complex at Pine Gap in central Australia. But there are hundreds of U.S. service personnel in Australia on exchange.
Air combat units also use the expansive live bombing ranges in Australia's sparsely populated north in training rotations of a few months and occasionally naval units train off the coast. But training exercises involving ground forces are unusual.
During Wednesday's brief news conference, Obama and Gillard also fielded questions on a range of other issues, from U.S. efforts to address climate change to the debt crisis in Europe.
Obama reiterated his call for urgent action by European leaders to back the euro and develop a financial firewall to keep the threat of default facing Greece and Italy from spreading across the Eurozone.
"The problem right now is one of political will, it's not a technical problem," Obama said. "At this point, the larger European community has to stand behind the European project."
Asked whether the U.S. would be able to lower carbon emissions through a cap-and-trade system as Australia is undertaking, Obama conceded the U.S. has been unable to pass such a plan through Congress, but noted U.S. efforts to increase vehicle fuel efficiency and to explore clear energy options. He said emerging economies such as India and China must also assume responsibility for addressing climate change.
For Obama and Australia, the third time's the charm. He canceled two earlier visits, once to stay in Washington to lobby for passage of his health care bill, and again in the wake of the oil spill in the Gulf of Mexico.
"I was determined to come for a simple reason: The United States of America has no stronger ally than Australia," he said.
Obama's arrival in Australia followed a 10-hour flight from Honolulu that took him across the international dateline. The travel appeared to being taking a slight toll on the president, who admitted he was having trouble keeping up with the time change.
"I'm trying to figure out what time zone I'm in here," he said.

Is this why they are trying to pull down Africa and make it un-peaceful to the Chinese? since the US and most of the European Nations are in debts and can't really match China cash by cash, the best they can do is make Africa a continent without peace and vision by destroying and removing as many strongmen with vision for Africa as possible?

China is developing Africa and building factories so theey can create finished goods instead of our usual economic formula of exporting raw materials and buying finished products so a higher price. We do this with crude oil, cotton, iron ore, etc. They want to build more factories in Africa so both parties benefit. Afircans get jobs. better GDP, better technology, and Cinese get money. Europe wants Africa to be a slave forever. FOr the past 500 years it has been bad. THat is why they kill all good leaders. Lumumba, Sankara, etc. China doesn't mind putting up Africa becuase they both benefit. China get's closers factories to Europe/America and less polution in their country.

They m ake good money from handouts because the money goes right back to them when they buy the prodcts. it keeps Africans dependant so other people can make money from them. If a whitem an gives you a loan to build refineries, then he will expect the refinery to be built by a European/ American couuntry. This will keep them dependant so whites make more money. They use the World Trade Org to benefit the developed countries. Developed countries can use farmer subsidies to make the most food. But won't allow it on African countries. Did you know that 54% oAmerican farmers wouldn't make profit if it wasn't for the subsidies? So the subsidies allow the farmers to make more and more and they can export the rest to other countries and dumpthem. Look up what the they did to Jamiaca. Go on youtube and search life and debt. This makes developed countries richer for exporting and keeps poor countries poor and importing food. This is how you become more rich.

Also that foreign aid that is given to African countries is owed back. Search Dambisa Moyo's book Dead Aid. iThey give aid then that money is like interest. It keeps countries in debt. Many developing ocuntries pay billions of debt everyyear instead of paying for education and healthcare. Watch the film end of poverty.

America has three types of imperialism, economic, political, and cultural. cultural because Hollywood is seen aoround the world and many people want to wear their clothes and learn their language. Politcal because they kill good leadrs and install puppets (Look up Sankara, Lumumba, Allende, Moosedegh, Omar Torrinho, Nkruhmah, Gbagbo, Gaddaffi). Everyone after them was a puppet or used to work for the IMF/ Worl Bank like Outarra or the guy from NTC. Then they gie the puppets billions of loans that is never paid back. Look up odious debt. Economic used with IMF/ World Bank/ World Trade Org. They fore austerity measures or structural adjustment programs that make countries privatize many things. Bolivia privatized water and that caused riots and deaths.

Nazi American Terroist Organization (NATO) killed innocent people in Libya this was just a colonization of a country. Nothing new. Also they make all the rules so they break them all the time. They don't care and they are very corrupt. More corrupt than Nigerian ones.
