Light in itself is a public good because of the positive externality it generates. If private organisation should handle it they may not be able to provide it at a lower cost becuase it is known to have a natural monopoly. Past studies of the lighthouse of England for instance shows that in the 17th and 18th century when the Trinity House gave patent right to private individuals and enterprise, the management inefficiencies were high, they charged higher dues and hampered national development.
What we need is a government that is sincere and truly want to achieve it and surely they will.
