A cold war is gradually brewing between the Abia state Commissioner for Environment, Engr. Solomon Ogunji and the Genera Manager of the Abia State Environmental Protection Agency (ASEPA), Chief Cosmas Ndukwe over rights to exercise authority in certain operations of the Ministry.

Pointblanknews.com gathered that the situation has factionalized the Ministry as workers tread cautiously in order not to be caught in the in the raging fire.

A source who spoke to Pointblanknews.com hinted that the bone of contention between the two officials includes who should give out contracts on the desilting of gutters and collection of Sanitation/ ASEPA levies in the state.

ASEPA boss, Ndukwe claims that the responsibility falls under his office, while Ogunji have continued to insist that as the Commissioner in charge of the Ministry, he is the right person to approve such contracts as ASEPA is a parastatal under his ministry.

The source added: It is a known fact among government officials in the state that Ogunji and Ndukwe have been
at each other's throat since the former emerged a member of the Stat Executive Council. Even the governor is aware of the problem, but I don't know why he is yet to call them to order.

On most occasions, particularly during the monthly environmental exercise which is held on the last Saturday of
every month, they have always engaged themselves in a war of words.

Ndukwe , who is also the proprietor of Luxury City Hotels, Aba was alleged to have persuaded his colleagues not to pay the levies which the Ministry of Environment approved last year for the desilting of drainages in Aba, claiming that it is illegal.

Pointblanknews.com further gathered that the situation is responsible for the indiscriminate serving of demand notices on residents of the state.

A resident of Umuahia, Mike Oriaku said, I can't understand how people can be served Demand notices for ASEPA levy and Sanitation levy, these levies are the same and collected by the same Ministry of Environment. One of them should be abolished, he demanded.

When Ogunji was contacted by newsmen over the spate of Demand Notices bearing the name, Ministry of Environment, he claimed not to know about the origin of such notices as his ministry did not issue such, blaming the situation on ASEPA.

On his part, Ndukwe could not be reached for comments before went to press as his phones were unavailable.
