The Leader of the Niger Delta People's Volunteer Force, Alhaji Mujahid
Dokubo-Asari, has said that there was the need to increase the budget
proposal of N74 billion for the amnesty programme of the Federal
Government in the 2012 Appropriation Bill.
Dokubo-Asari said the need arose as a result of the reality that the
Niger Delta has become calm as a result of the programme, leading to a
sharp rise in the level of oil production in the region, compared to the
situation before the commencement of the programme.
He said while oil production was put at about 680,000 per barrel before
the commencement of the Amnesty programme by the late President
Umaru Musa Yar'Adua, it has now risen to over 2.6 million barrels per
day.
In the statement made available to newsmen on Sunday, Dokubo-Asari
said it therefore becomes logical that more funds should be allocated to
the process that brought about the increase in the oil production level.
He said the proceeds for at least 10 days oil production should be
allocated to the Amnesty programme, also arguing that all the willing
people of the Niger Delta should be accommodated under the
programme and not only those who have disarmed.
The statement by Dokubo-Asari reads: "Before the Federal Government
of the late President Umaru Musa Yar'Adua bought the "peace" in the
Niger Delta with the Amnesty Programme, oil production fail as low as
680,000 barrels per day. But today, oil production has risen to 2.6
million barrels per day, almost a gain of 2 million barrels. These are the
gains that have accrued to the Nigerian state because of the amnesty
project.
"With all these gains, one expects that the operators of the Amnesty
Project should have been encouraged and applauded. Instead what we
see is rebuke, recrimination and an attempt to scuttle the project by
those who contribute next to nothing in the upkeep and maintenance
of the Nigerian state, who are now calling for a probe of the amnesty
project. There is nothing wrong in probing government institution if it
is not done out of malice. However, I believe the managers of the
project are ready for any probe.
"It is important to state that going by the 2012 budget passed by the
National Assembly, the Amnesty Project budget is about N74 billion
annually. Which means that Amnesty Project budget for a year is far
less than two days oil production.
"I believe that the resources allocated to the amnesty project is
inadequate and cannot dig deep to satisfy the aspirations and yearnings
of the people of the oil bearing communities. I hereby suggest that for a
new start, ten days oil production proceeds, after removing cost of
product and percentage proceeds due to joint ventures partners, should
be allocated for the training and education of the people of the oil
bearing communities through the Amnesty Project.
"Sometimes one feels that these fellows and their collaborators take us
for granted. For instance, one individual Alhaji Mai Deribe's company
Cavendish Petroleum who was dashed the OPL 110 by the late General
Sani Abacha on the 8th of July, 1996, produces 400,000 barrels of oil
per day which means even in his grave, Alhaji Mai Deribe will be making
N2,368,704,000,000 annually.
"If a dead individual is raking N2,368,704,000,000 in 365 days, why
should N74 billion be allocated to the Amnesty Project, from resources
gotten from underneath their soil?
"This is how the Nigerian state is been run and manage at the expense
of the vast majority of her people. While some people pretend to be
blind to these painful realities, some of us will not join the bandwagon
of the blind men, these inequity, injustice and blatant insensitivity must
be checked now if we are to have a stable polity.
"Having said that, I want to say that the tag 'amnesty' should be
removed from the programme. It should be opened and expanded to
include all persons from the oil bearing communities who are willing
and ready to be trained in gainful skills and education.
"It is also injustice to limit the so-called amnesty programme to only
those who bore arms and committed crime. If the government
continues in this trend, it will encourage others who hitherto, have
shun criminality such as kidnapping, extortion etc, to think that it is
only through crimes that one can benefit and gain attention of the
government.
"Most people will be wondering why I have chosen to speak in favour of
the amnesty project, even though I hate the tag amnesty, I know that
the managers of the project have manged it so well to the benefit of
the recipiants. Today thousands of young men and women are being
trained as doctors, engineers, oil work men etc., and I believe as I have
said above that if this project is expanded and the amnesty tag is
dropped, the believe by most of us that we are been criminalizes for
standing up for our right will be removed and more people will benefit
from the project.
"Today, most people who hitherto, would have been committing crimes
in the creeks are now meaningfully engaged, learning and acquiring
skills in various universities, polytechnics and technical institutions all
over the world. As it is said, 'an idle mind is a devil's workshop' the
people managing the amnesty project have used the project to
rehabilitate and readmit the ex-militants who lived the life of criminality
into civil society."

I won't be surprised if more militant groups keep springing up because this government has proven to be sympathetic to their course by including these good for nothing criminally minded dreaded killers in a national budget. This is sickening, it is distateful, it goes against international best practices, it is satanic and it is Nigerian. Na only God go deliver us for this country.

Of course we should expect more militants of various forms.

Kidnapping of government officals too would start, well that is a plus wink

Bombing of government events and independence days would be a norm now so they can have their voices heard loud and clear.

One question we should ask ourselves is this

Build road or school or maybe buy more weapons so the government can keep paying
