This is certainly not invention but the man must be commended for repentant spirit because as a deputy governor he was thief but to develop a software that can track criminals show that we now have a repentant politician in our midst.
There is hope for this country,but what makes him think that government will support this with their mapped out plans on the amount they are to loot between now and 2015,am sure this will be the last we hear of this criminals tracking software.

His PhD should be taken from him if this is research, what kind of nonsense is this now, how can a PhD thesis be ordinary RDBMS, at least if he had come up with some new models that is acceptable internationally one can say he has tried but this one na ojoro nau, 6 months NIIT guys can do better.

How many criminals has this so called invention helped to track in Anambra state where he was deputy gov.Charity begins at home,lets see it work in Anambra first.

If our justice system is corrupt how can such databases, when used in Nigeria, exclude details of people arrested on the streets anyhow, those arrested on trumped up charges, those with "missing" case files, those fraudulently convicted, and the likes?

There is no computer software that can identify criminals. But you can build a database and an inference engine that will point to likely criminals.
