Suicide bomber, dispatch rider and 8 others confirmed dead in the blast.

The commissioner of police appears to be the target. It appeared to be a bomb placed on the road. From the description of the place, it was a secured part of the town (Government House, Police Headquarters and Some ministries) so the story about gunmen appears far fetched.
