Let's assume patience caused planes to hover. if that plane was well maintained it would have landed peacefully like others that day. I heard it was given the all clear to land when it made a distress call.

How can you hover for 2 hrs when there are departure time and arrival time with both departing and arrival airport in constatnt communication, why allow a 45 mins flight to hover 4 2 hrs does it make sense,the protocol allows for only 15 mins and it be over rule under emergency.
