Definitely. It's easy switching from Stable to Chinese rom & vice versa. They're both available on the official Xiaomi site

All it takes is downloading the right file, dumping it in a designated location, active data & running your system update app. As you can see it's quite straight forward.

But I'll advise you savour whichever version you have for a bit b4 stressing yourself with switching roms. The differences are really marginal.

Of course you don't need root access to flash between miui roms. The highest level of Miui is the China developer rom, then the global developer rom, then the China Stable rom, and lastly the Global stable rom. Switching between China and Global roms require the use of PC via Mi flash tool. You can easily upgrade from Global stable to Global developer rom even without PC, but downgrading from Developer to Stable requires a PC or a custom recovery, same goes for the Chinese roms. If you buy a Xiaomi with Chinese rom, the truth is you are even supposed to enjoy it better than those with Global roms, just that some persons are not comfortable seeing some Chinese characters in some Chinese preinstalled apps as fibonacci2526 rightly put it.

Congrats in advance bro, your enquires are always welcomed? I intend upgrading my present device to the redmi 5 plus too.

Chinese roms are usually the roms missing Google play store & other Google services. That can be fixed by installing gapps of that specific Android version, it's quite easy to find those online. Chinese rom doesn't actually mean no other language options are available or that your apps are gonna be in Chinese.

On my earlier perception about Chinese rom over Stable rom, I'll say the differences are now just marginal. So there's really no need fussing over your device having a stable rom, on the bright side Stable roms get official OTA updates.

Third party launchers work perfectly without the need to flash anything , you wouldn't even know your phone came skinned with MIUI.

just like you can change language on global rom to Chinese and everything will display Chinese ; you can also select English language on the Chinese rom and everything will display English.
As a matter of fact, you'll receive OTA updates, just like on global rom
Most people don't know how the Chinese rom works.
I've had clients who specifically requested to have their devices with the Chinese rom. More customizations it has.

Your apps are in english language,except for some few preinstalled apps that are in Chinese I think.

And yes it is pretty easy to install Google Play, all you need is to install Google installer apk.
