Bandits we all know stay in the Bush and use it as a hide out, can't the government employ the same technique the US used on the Taliban with drones? To capture terrorist location using heat signature ? And begin to terrorise the terrorist because if they know there is possibility of them being watched from thethe air they will have to rethink their strategy, also they start to use insiders and undercover informants to track and eliminate any bandit caught.. do you think if it was in countries like Israel, there will be bandits roaming around ?

Create motion sensor detectors set at a mile interval with century post where guards that are armed are posted to watch for any form of intrusion, which enables the farmers to move to safety before the danger even gets near and also enables the guards to neutralize the threat before it even approaches ...

These things are not rocket science ... But the government must be gaining from the situation that is why they look powerless.
