What’s the meaning of that truth when the individual has zero integrity?

Dino was elected to represent his constituency. Not only did he embezzle fund meant to develop his constituency, he spent it on meaningless ventures acquiring meaningless items and liabilities that neither benefit him nor the people he was suppose to represent and be a voice for.
